Cleaning urine with tissue when water is available
Fatwa No: 82038

Question

Are men allowed to urinate in the standing position? Can we can clean with a tissue after urinating if water is available?

Answer

Praise be to Allah, the Lord of the Worlds; and blessings and peace be upon our Prophet Muhammad and upon all his Family and Companions.
It is recorded in Sahihain (Bukhari and Muslim) and Sunan (the four books of Hadith) that Hudaifah related that the Messenger of Allah (Blessings and peace of Allah be upon him) went to a public garbage dump and urinated while standing.
This Hadith shows the permissibility of urinating while standing provided one is careful that no impurities touch his clothes. This condition is mentioned by scholars.
Imam Nawawi said in his explanation of Sahih Muslim: All the Hadith forbidding urinating while standing are weak except the Hadith of 'Aisha ( may Allaah be pleased with her) she said: "If someone relates to you that the Messenger of Allah urinated while standing, do not believe him/her". Imam Ahmad and other Imams narrated it.
There are two remarks about this Hadith:
First: It is a rule that the person who establishes something by a sound Hadith is preferred to the one who denies that thing even with another sound Hadith.
Second: What 'Aisha ( may Allaah be pleased with her) said is based on her own observation in her house and does not apply as a general prohibition.
As for cleaning oneself from stool and urine, one should use water if the urine or excrement has spread over several places of one's body, if such is not the case, one can use rocks, stone, wood, tissues or any other pure dry cleaning agent that can remove the stool and urine completely. This rule applies to men in the case of urinating and defecating, but it is applicable for women in the case of defecating only.
Most of the scholars think that the urine of women as the impurity that could be removed with things other than water is what actually remains on the sex organ itself. In the case of women, since the urine most commonly spreads over other parts of the body it should be removed with water.

Finally to ensure purity, it is better to use water in addition to other cleaning agents mentioned.
Allah knows best.
